Merge recent updates to Rust crate (for SEGS)

Features added:

  • support for Orion
  • support for the reflection mechanism (able to read the parsed dialect file directly, used in SEGS)
  • dependency on a forked rust-mavlink crate (hosted here on Gitlab) with added reflection capabilities (also used in SEGS)
