[RIGv2] Initial Orion On-Board Software

Initial push of the RIGv2 OBSW for the Orion project. Code is still WIP but for management reasons to reduce conflicts with other ongoing work, the MR is going to be merged before the code is fully finalized. Smaller MRs will follow.
