[ARP][Actuators] Emilio's Actuators Refactoring refurbished

Federico Lolli requested to merge arp-actuators-upd into automated-antennas

This was updated few months ago by @emilio.corigliano as a general refactor of the Actuators class. Now it's correctly rebase onto main-updated automated-antennas branch and I think it's ready to be merged. Since the Actuators class is critical, I need a double check from someone:

  • a check by @niccolo.caruso on whether his ErrorMovement assumptions (Now called ActuationStatus) are still valid and consistent.
  • a check by @emilio.corigliano on whether his first implementation has been respected and whether the reasons of refactoring are still valid in the current state of the code.
