Add config for sparc, sparc64 and sparc-leon (#4279)

Add C, C++, Fortran for sparc, sparc64, sparc-leon.

Add Ada and Go for sparc and sparc64.

Not adding D (same issue as
https://github.com/compiler-explorer/compiler-explorer/pull/4096#issuecomment-1264304330

)
