Initial GSE messages refactor

Lay the foundations to move away from the CONRIG_STATE_TC -> GSE_TM
ping-pong communication. CONRIG_STATE_TC has been kept for compatibility
for now, but the plan is to remove it later on.
A new enumeration for valves, separate from servos, has been introduced,
and dedicated commands to trigger a single valve have been introduced.
