[RIGv2][TARS1] Rewrite as an HSM to improve operating performance 

* Filling valve is closed before venting to reduce OX waste
* Overall code cleanup because of rewriting the whole thing as an HSM
* Improved logging while running
* Store venting valve times to local variable when starting
