[Payload][Radio] Rework Radio for Lyra

- Update to Lyra Mavlink protocol
- Rework Radio file structure to put message handler and response packing in separate files
- Enable Radio initialization during startup
- Update PinHandler API to match with the one in Main
- Remove TMRepository as it was moved inside Radio
- Initial new pressure sensors implementation in Sensors

All of the above changes were packed together in a single commit because they are inter-dependent with each other.
