[Payload][HIL] Initial implementation of HIL simulation support 

- Introduced support for the HIL framework in the Payload board
- Wait for simulation start before starting sensors
- Introduce a persistent flag to reboot into HIL mode
- Initialize Mavlink over serial only if not in HIL mode
