[submodule, entrypoint] Update skyward-boardcore, update dipSwitch entrypoint refactor

Dip switch now agnostic. Lyra GS struct now managed by the entrypoint.
Updated dipSwitch read now also initializing the "has backup" of main and payload.
Refactored entrypoint reorganizing it and also added error messages for the init error and fatal of ARP.
