[Parafoil] Add Parafoil On-Board-Software

This is a complete rewrite of the software for Parafoil(the board is the stm32f429zi_skyward_death_stack_v2, originally named stm32f429zi_skyward_death_stack_x), originally written by @federico.mandelli , @raul.radu , @angelo.prete and the other previous Parafoil members and present in the parafoil-dev branch.

The latest standards for OBSW have been implemented, taking the Payload software for Lyra as reference. Mavlink has been configured to use the new Orion definitions.

A review and testing of the various operations and flight algorithms is still necessary.
