doc: Add Doxygen file into doc folder

If invoked with "doxygen doc/Doxyfile" will produce the html
documentation in doc/output/html.

The documentation includes only src/shared, escluding
src/shared/utils/testutils.

Nor miosix nor other external libraries are present in the
output documentation.
