Refine toolchain.cmake

* Support for native Windows is fixed, by using environment variable PATH
instead of hardcoded path of toolchain.

* Variable 'CMAKE_SIZE' is set.

* Variables 'CMAKE_<LANG>_COMPILER_WORKS' are removed.
