Now the main in case of fr-api used, takes the packets from such
function

Added response deserialization from the flight radar API response.
Also added the creation of the ROCKET_STATS_TM and ROCKET_FLIGHT_TM packets to be later send on to track the aircraft.

Main: Now restructured as a tokio main due to the async management required for the request.
Arguments: Now the paths are optionals and a new flag --fr-api can be chosen with the flight code number after it.
Fr-api: For now just doing a request in loop. The token need to be changed in order to make the request.
Cargo: Dependencies added to make work the fr-api.

For now the api will take the flight light telemetry.
In future this will be used to create fake packets

Updated arpist submodules fot the new mavlink update.
Updated csv to have missing telemetry data (initialized as 0).

Now using main branch wuth the commit for lyra.

Updated skyward-boardcore for the new mavlink with unique command list.
Updated coherently the on-host cargo.toml and cargo.lock to the correct lyra-gs commit of mavlink-skyward-lib.
Changed radio settings to 433MHz.

From PAYLOAD_FLIGHT_TM to ROCKET_FLIGHT_TM
Also converted previous gemini.csv file (PAYLOAD serializable) to new ROCKET_FLIGH_TM format
