[RIGv2] Introduce a high-priority valve scheduler

The periodic updatePositionTask has been replaced by a deadline-based
scheduler that can defer valve actuation to a later time.
The scheduler runs on a high-priority thread that is normally sleeping,
and is woken up when a valve needs to be actuated.
